This review was commissioned in order to complement the evaluation of the arrangements for managing local flood risk. The review looks at the causes of flooding events that Lead Local Flood Authorities have assessed in Section 19 investigations of flooding incidents.       

The review provides a synthesis of the evidence in relation to a question; “Based on the review of Section 19 reports, assess what have been the principal factors contributing to flooding from surface water in England and Wales since 2010, and how prevalent are they”?

Key findings:
In general the Section 19 reports demonstrate a reasonable understanding of what the causes of flooding are.

The concept of surface water flooding investigations being led by a single authority is very effective as a point of reference that all stakeholders can look to for detailed flooding information.
 
It would often be helpful for the reports to strengthen their hydrological analysis.
